Please read the following, then the Policies before filling out the claim form

Kitsumkalum Treaty Member Benefit       January 2026

Kitsumkalum has negotiated the Treaty Benefit Payment for eligible Kitsumkalum Members. Eligible Kitsumkalum Members are those members that are enrolled (Registered) in the treaty. Kitsumkalum members that are not enrolled in the treaty are not eligible for this benefit.

Payment of the Treaty Member Benefit will be carried out is a clear, fair, and consistent processes to avoid uncertainty or conflict. As such, an official Treaty Benefit Payment policy and procedures has been developed that sets out the rules and procedures for the distribution of the Treaty Benefit Payment to Kitsumkalum Members. It ensures that payments will be administered in a manner that is:

  • transparent and fair.
  • consistent with Kitsumkalum Law and associated policy and procedures.
  • accountable to Kitsumkalum Members.

Every eligible member must complete the required application (Attached) and submit it to the Eligibility and Enrolment Coordinator. The Eligibility and Enrolment Coordinator is responsible for:

  • receiving and reviewing Treaty Benefit Claim Forms;
  • verifying eligibility against the Enrolment Register;
  • confirming age requirements and timing (for payments pre-and-post Effective date, and subsequent enrolments);
  • forwarding verified claims to the Finance Department for payment; and
  • maintaining records of claim forms and supporting documentation.

Application Submission Begins 2 February 2026 for Elders

Although funding to payout the treaty benefits has not yet been received, we have opted to start the application process early for those eligible Kitsumkalum Treaty Members that were 60 years of age or older as of 31 December 2025. Applications will be collected and held on file, and once the funding has been received, they will then be processed for payment.

At this time, all eligible Kitsumkalum Treaty Members that were 60 years of age or older as of 31 December 2025 can now apply for the Elders one time Treaty Member Benefit Payment. Please submit your application as noted above.

Note: Eligible Treaty Members under the age of 60 won’t be entitled to a benefit payment until after the Effective Date. Only Elders 60 and over are eligible for the benefit payment at this time.

Critical Note

If you are a Kitsumkalum Treaty Member, however you hold membership with another First Nation or Treaty Nation, you will not be eligible to receive the Kitsumkalum Treaty Member Benefit Payment until you withdraw your membership from the other Nation. You have until 30 April 2026 to withdraw from the other Nation to be eligible for the payment. If you fail to withdraw from the other Nation by that time, your name will be removed from the Kitsumkalum Treaty Membership list, and you will be notified of that adjustment.

Please Note:

Status Cards: I have no responsibility for Status Cards. If you need to apply for your Status Card, that is still managed by Canada. You can get your application forms online.

INAC Members List: The Kitsumkalum Administration Office still maintains the INAC members list (those with current Status numbers). The Band Office will continue to maintain the INAC list until the Effective Date of the treaty. On Effective Date, the INAC Members List will no longer be lawful, and the Treaty Members List will be the primary member list under the treaty.

Effective Date: Effective Date of the treaty will occur once British Columbia and Canada also ratify the Kitsumkalum Treaty through their legislatures. Once that has happened, Kitsumkalum, British Columbia and Canada will meet and select the Effective Date. On the effective date, treaty lands are owned and governed by the Kitsumkalum Treaty Nation and the Kitsumkalum Treaty Nation government operations begin.

Eligibility & Enrollment

All people of Kitsumkalum ancestry and all Kitsumkalum Band Members will be eligible to enroll. Kitsumkalum people will need to be ‘enrolled’ to become a treaty beneficiary and to be eligible to vote on the Kitsumkalum Treaty and Kitsumkalum Constitution. For information on eligibility and enrollment, including criteria and forms, please check this website or the Kitsumkalum Treaty App.
Copies of the application forms are also available at the Treaty Office. A digital link will be added soon so that forms can be filled in online at this website.
